(EU) 2025/40, PPWR instruction

On January 22, 2025, the European Union officially released the Packaging and Packaging Waste Regulation (PPWR) 2025/40, which will officially abolish and fully replace the existing Directive 94/62/EC on August 12, 2026, and become the main regulation of the EU in packaging and packaging waste management.

PPWR systematically integrates requirements such as harmful substance limits, recycled material content, recyclability grading (A-C levels), and packaging reduction targets, forming a packaging lifecycle management framework. For the first time in the packaging field, the recycled material content has been upgraded from an encouraging target to a mandatory requirement, and detailed phased targets have been set for different types of plastic packaging.
