The latest requirements of the EU hazardous substance regulations mainly involve updates to REACH and POPs regulations:
1.
REACH regulation: The REACH regulation is a preventive management regulation for chemicals in the European Union, requiring registration, evaluation, authorization, and restriction of chemical substances. Among them, the control of substances of high concern (SVHC) is one of the core contents. SVHC includes substances with carcinogenic, mutagenic, reproductive toxic, persistent, and bioaccumulation properties. Control measures include supply chain information transmission obligations, authorization list system, and restriction list system. In addition, the EU also requires suppliers to provide accurate REACH substance data and materials to the demand side to ensure compliance with regulatory requirements.
2.
POPs Regulation: On November 21, 2025, the European Union released the revised draft of POPs Regulation (EU) 2019/1021, proposing to add three new persistent organic pollutants: chlorpyrifos, medium chain chlorinated paraffins (MCCPs), and long-chain perfluorocarboxylic acids (C9-21PFCAs) and their salts and related substances. The draft will be soliciting public opinions from November 21, 2025 to December 19, 2025.
Overall, the EU’s control over harmful substances is constantly strengthening, and companies need to closely monitor regulatory developments to ensure that their products meet the latest requirements. In addition, when drawing on REACH, countries have adjusted their control scope and implementation methods according to industry needs, such as the United States, Japan, China, and South Korea, which have their own regulatory practices.
